Section 1122 of the fiscal year 1994 National Defense Authorization Act established the authority for State and local governments to purchase law enforcement equipment through Federal procurement channels, provided that the equipment is used in the performance of counter-drug activities.

Each state participating in the 1122 Program designates a State Point of Contact (SPOC) to administer the state’s activities under the program,by validating the counter-drug mission of each procurement request and by ensuring the availability of funds. To date, 45 states have elected to participate in the 1122 Program. Program Expansion - 1122 Pilot Program

The Duncan Hunter National Defense Authorization Act for Fiscal Year 2009 expanded the 1122 Program beyond counter-drug activities to include equipment for homeland security and emergency response activities. As a result of this legislation, the Army, DLA, and GSA have created a pilot program to implement expansion of the 1122 Program. Additional items have been made available for the pilot program while expanding the application of the majority of existing 1122 Program items for homeland security and emergency response.

The following six states have agreed to participate in the 1122 Pilot Program:

• North Carolina
• California
• Nevada
• Georgia
• Florida
• Arizona

Alternatively, you may download the publication “1122 Pilot Program: What You Can Get From the General Services Administration” from our Publications page. Among other items, the pilot program allows purchase of items included in Schedule 84-Law Enforcement and Security Equipment.
